In accordance with Article VII of the International Convention on Civil Liability for Oil Pollution Damage, 1992, all tankers carrying more than 2000 tons of oil in bulk as cargo are required to maintain insurance or other financial security, and a certificate attesting that such insurance or financial security is in force shall be issued to the vessel.
To apply for Civil Liability Convention Certificate (CLC), ship owners are required to obtain a "Blue Card" from their insurers to cover them for claims on any oil pollution damages.
A "Blue Card" issued by any of the below P&I clubs are recognized:
- American Steamship Owners Mutual Protection and Indemnity Association, Inc
- Assuranceforeningen Gard - Gard P&I (Bermuda) Ltd.
- Assuranceforeningen Skuld - Skuld Mutual Protection and Indemnity Association (Bermuda) Ltd.
- The Britannia Steam Ship Insurance Association Limited
- The Japan Ship Owners' Mutual Protection & Indemnity Association
- The London Steam-Ship Owners' Mutual Insurance Association Limited
- The North of England Protecting & Indemnity Association Limited
- The Shipowners' Mutual Protection & Indemnity Association (Luxembourg)
- The Standard Steamship Owners' Protection & Indemnity Association (Bermuda) Limited
- The Steamship Mutual Underwriting Association (Bermuda) Limited
- The Swedish Club
- United Kingdom Mutual Steam Ship Assurance Association (Bermuda) Limited
- The West of England Ship Owners Mutual Insurance Association (Luxembourg)
Note: "Blue Cards" not issued by any of the above clubs will be recognized on a case to case basis.
The application form CLC duly signed and completed and the original "Blue Card" should be submitted to the Registry in order to process the issuance of the CLC.
