In accordance with Article VII of the International Convention on Civil Liability for Bunker Oil Pollution Damage, 2001, which came into force on 21 November 2008, all vessels above 1000 GT are required to maintain insurance or other financial security to cover the liability of the ship owner for oil pollution prevention damage subject to the current limitation regime.
To apply for Bunker Convention Certificate (BCC), ship owners are required to obtain a "Blue Card" from their insurers to cover them for claims on any bunker oil pollution damages.
A "Blue Card" issued by any of the below P&I clubs are recognized:
- American Steamship Owners Mutual Protection and Indemnity Association, Inc
- Assuranceforeningen Gard - Gard P&I (Bermuda) Ltd.
- Assuranceforeningen Skuld - Skuld Mutual Protection and Indemnity Association (Bermuda) Ltd.
- The Britannia Steam Ship Insurance Association Limited
- The Japan Ship Owners' Mutual Protection & Indemnity Association
- The London Steam-Ship Owners' Mutual Insurance Association Limited
- The North of England Protecting & Indemnity Association Limited
- The Shipowners' Mutual Protection & Indemnity Association (Luxembourg)
- The Standard Steamship Owners' Protection & Indemnity Association (Bermuda) Limited
- The Steamship Mutual Underwriting Association (Bermuda) Limited
- The Swedish Club
- United Kingdom Mutual Steam Ship Assurance Association (Bermuda) Limited
- The West of England Ship Owners Mutual Insurance Association (Luxembourg)
Note: "Blue Cards" not issued by any of the above clubs will be recognized on a case to case basis.
The application form BCC-C1 duly signed and completed and a copy of the "Blue Card" should be submitted to the Registry in order to process the issuance of the BCC.
